Letter from Committee Chair

The San José / Evergreen Citizens' Bond Oversight Committee is submitting this annual report on the District's two general obligation bond programs to the residents, taxpayers, and voters of the San José / Evergreen Community College District for the fiscal year 2011-2012.
In 2004, San José / Evergreen Community College District passed a $185M general obligation bond initiative, Measure G-2004. In November of 2010, the District passed Measure G-2010, a $268M general obligation bond initiative. These bond measures have the common goal of improving and equipping the teaching environments to better serve our students' needs. The Committee and the District wish to thank the community for their continued support of our students.


The Citizens' Bond Oversight Committee (CBOC) has the responsibility of providing oversight on both Measures G-2004 and G-2010. The principal duties of the Committee are to ensure that the bond proceeds have been expended for the purposes set forth in the ballot language for each bond, report the progress annually to the public and provide a compliance statement. The San José / Evergreen Community College District's Board of Trustees is responsible for monitoring the project list, the priority of projects and approval of budgets/spending levels of individual projects.


The committee is reporting the progress made during this fiscal year on both bond programs. Measure G-2004 saw the completion of a new Multi-Disciplinary + Arts building at San José City College. This new facility will house a multi-disciplinary wing and the Music, Fine Art & Ceramics departments. Also included in the project will be an Art Gallery and offices with support facilities for faculty who will be in this facility. With respect to Measure G-2010, the district completed the first major project under Measure G-2010, a new 1.4 megawatt solar panel system at Evergreen Valley College. This system will provide power for approximately 30% of annual campus needs.


The district issued the first two bond sales, Series A and Series B, under Measure G-2010 in the amount of seventy million dollars and twenty million dollars respectively. Series A will be used on "brick and mortar" projects while Series B funded an endowment for use on technology and small capital projects.


The Committee wishes to report that, to the best of its knowledge, the San José / Evergreen Community College District is in full compliance with the responsibilities as described in Article XIIIA, Section 1 (b)(3) of the California State Constitution, which address bonded indebtedness incurred by a community college district. Measure G-2004 Ballot Language

"San José City College and Evergreen Valley College Improvement Measure: To prepare students for jobs and transfer to four-year universities by:

•  Building art, science and math classrooms and labs
•  Expanding healthcare job training facilities
•  Upgrading, acquiring, constructing and equipping  facilities sites and classrooms.

Shall San José Evergreen Community College District issue $185 million in bonds, at legal rates, with citizen’s oversight, guaranteed annual audits, and no money for administrators' salaries and with increasing existing tax rates?"

In November 2004 the voters of San José and Milpitas approved Measure G-2004, a local General Obligation Bond, in the amount of $185 million. Measure G-2004 passed with a 65.39% approval by the communities of greater San José and Milpitas.

Annual Performance and Financial Audit

California Proposition 39, California Education Code Section 15278, and the Section 1(b)(3) of Article XIII A of the California Constitution requires annual performance and financial audits on use of general obligation bond proceeds. The performance and financial audits for the fiscal year ending June 30, 2012 were performed by an independent certified public accounting firm in accordance with generally accepted auditing standards and governmental auditing standards, issued by the Comptroller General of the United States. The audits indicate that, in all significant respects, the District expended the general obligation bond proceeds in accordance with the requirements of Proposition 39.

Measure G-2010 Ballot Language

"To better prepare San Jose City College / Evergreen Valley College students for good paying jobs and transfer to four-year colleges, shall San Jose Evergreen Community College District:

• Upgrade, acquire, construct energy-efficient, technology driven teaching classrooms, labs, sites, facilities/equipment for health/science, general education/job-training,
• Upgrade outdated electrical, plumbing, heating/ventilation systems,

by issuing $268 million in bonds at legal rates, qualifying for matching funds with citizen oversight, no money for administrator salaries, all funds staying local?"
Measure G-2010 passed with a 58.81% approval by the voters of greater San Jose and Milpitas. A Citizens' Bond Oversight Committee has been selected and approved by the Board of Trustees. This Citizens' Bond Oversight Committee will provide oversight on both Measure G-2004 and Measure G-2010.

SJCC: Fine Arts and Multi-Disciplinary building

Budget: $30,868,757 - Est. Completion Date: July 2012
Project Description: The Fine Arts and Multi-Disciplinary was completed in July 2012. This project represents 48,000 square foot of new space for the college designed to house a multi-disciplinary wing and the Music, Fine Art & Ceramics departments. Also included in the project is a Art Gallery and offices with support facilities for faculty who will be in this facility. This project is certified as a LEED® Silver building by the USGBC.
Highlights: Won the 2011 Structures Award as the Best Public Civic Project from the San Jose/Silicon Valley Business Journal.

EVC: Energy Efficiency - Photovoltaics

Budget: $9,656,401 - Completion Date: September 2012
Project Description:
The new 1.4 megawatt solar panel system has been completed and is anticipated to produce one-third of the college's annual electricity needs.
